Better Know a District: Board of Education District 3

Admittedly, schools were not amazingly high on my list of priorities when I bought our current house.  We had confidence that the Gwinnett County Public Schools (GCPS) were better than average, so that was enough to check it off the list.

But now that I'm actually thinking in terms of what and how will my family will use these services (and how much they cost), I realized that there's more to it than just GCPS furloughing teachers to make ends meet.

Enter this year's election for Board of Education (BoE). Here is an opportunity for us to get to know the candidates, issues, and most importantly, contribute to a debate on them. I didn't know that there was an "establishment" for the school system, much the same way there is an "establishment" of politicians on the left and right. I also didn't know GCPS was as complex as it is.

With that, I'd like to introduce the two candidates for GCPS BoE District 3:  (I've listed the incumbent last, since they already get a bump for being the incumbent)

Jen Falk
(Campaign Site | Chamber of Commerce Bio)

Initial Impression:  Website is chalk full of information, she brings charter school experience to the table, and a focus on children and parents.

After email conversations:  Questions were answered directly and completely, and the tone was one of empowerment and education.

What to watch for:  Stated positions on recent GCPS issues, more great information for becoming an expert on School Issues, and a new vision for GCPS.

Mary Kay Murphy (Incumbent)
(Campaign Site | Chamber of Commerce Bio)

Initial Impression:  She's got a PhD, served for 16 years, and seems like a nice lady.

After speaking on the Phone:  Less impressed - her answers seemed very rehearsed, and she could not give specifics answers to my questions.  However, she did take the time to have a very nice phone call with me.  I left feeling like she tried to play me and spin my questions.

What to watch for:  Specific ideas and positions on Charter Schools, GCPS funding for Lobbyists and Chamber staff, and articulating how new programs will help GCPS.  

I  didn't know how the current BoE spent our tax dollars, which "investments" earned priority from the BoE, and more importantly, how my neighbors and friends viewed the GCPS.  The issues up for grabs this go around are immense, and the candidates couldn't agree less on how to best use the tax dollars, provide parents flexibility and choices, and partnering with other groups to build GCPS.

Anyone that has talked to Jen Falk knows she is refreshingly direct, open, accessible, involved, and responsive. I am a Republican and a Jen Falk supporter.

Annette - Thanks for taking the time to join the discussion. Let's also not forget that she's a candidate; I personally would like to know if elected, how would she interact differently with parents and others?

Also, I thought the School board post is supposed to be non partisan - am I wrong?

Jack - I first met Jen 15+ years ago when I was the PTA Special Education Chair at Berkeley Lake Elementary. She provided a wealth of supportive contacts and would regularly check in to see if there was anything I needed and always followed through. Her involvement with Georgia PTA and Parent to Parent has given her incredible experience directly supporting individual students and families as well as encouraging collaborative solutions to a wide range of issues. Throughout the years, I have personally used her as a resource in trying to navigate the GCPS bureaucracy. I guess the best word I can use for the difference in how she interacts is that Jen is "empowering". My most recent personal experience is her support when a dear friend died in late December and then her husband died a month ago leaving two autistic teenage sons. (Long and personal story but if this had been my only dealing with Jen, she'd have my vote.) I also attended the UPstanding anti-bully workshops and movie that she helped bring to Duluth a couple of weeks ago and was amazed at her personal interaction and connections with everyone from the youngest special needs child to Miss Georgia USA.

Also, in Gwinnett the school board is a partisan race but you are not alone in questioning this. I, like many, had hoped Jen would run as an independent. However, since she has never (to my knowledge) run for any political office, she really needed the support that comes from party affiliation.

Hi! I just want to say that I don't think Gwinnett County (or any county) could find a better advocate for parents, students, teachers, and schools than Jen Falk. I have known Jen for about 7 years. I met her when she was heading up a volunteer reading program at Duluth Middle School. Of course, she did a terrific job! Later, I asked her for help and guidance regarding a curriculum issue. Jen could not have been more willing to help me, although I had not seen her for 2-1/2 years. She helped me understand what was going on in the context of school policy and she referred me to some people who also were very helpful. She met with me, emailed with me, talked with me on the phone, and even attended a meeting with me, all on her own time! Jen is a very kind, compassionate, strong, knowledgeable, and effective person. She has the success of our children and the success of effective schools at heart. There is no doubt in my mind that Jen Falk would be the BEST GCPS BOE District 3 representative!

Jack, you NAILED it! I was similarly impressed with Jen Falk (and similarly underwhelmed with Dr. Murphy). I encourage everyone to get to know Jen - you can't help but not be impressed and realize she is the right person for the job!

I too am impressed with Jen Falk. She is very knowledgeable and passionate about education. I am not at all impressed by Mary Kay Murphy. It's time for a change!

I agree Dana. As an independent, I find that I tend to skew to Republican candidates, but I am certainly, going to vote for Jen Falk. I'm for good ideas, and it doesn't matter which party comes up with them.

I agree with Jack in this interview Mary Kay seems capable but in the 12 years I have known her to give a specific answer to any question. She seems to have no opinions at all. I have known Jen for several years our daughters went to school together. Jen will be a very positive influence on our district. She really does care about the district and will make the right decision for all concerned in the district. Jen is by far the best choice for our district.

Kevin, my experience has been the same as yours... with both candidates. Personally, I'm supporting a true advocate for our children - Jen Falk, as opposed to a career politician - the incumbent.

As a grandparent when I hear that over half of our high school students are failing math only, and paying hundreds of dollars for tutors, something is wrong. These are good students in other subjects. Do other parents of kids have the same problem? Do we blame the county, state or federal government? Or could it be that this is a bad way to teach students math? And parents can’t help. Anyone else having this problem?

Tom - like healthcare, I have a very hard time getting folks to take their individual needs, issues, and circumstances and try to apply them to a larger issue. Personally, I look at education as a means to educate our children so they can get a job and explore options. Outside of that, the parents, church members, friends, and others have a duty to nurture.

Tom, the lack of student success in using a Georgia math curriculum has affected up to 70% of students who either failed an EOCT (end of course test) or at least one semester of a high math class. I think the problem was not as much with the curriculum as with the lack of experience and resources. Not sure the age of your grandchildren, but the way my daughter and some friends in the class of 2012 succeeded was to take their Junior and/or Senior math classes at Georgia Gwinnett College as dual enrollment students. My daughter's Junior year she took Algebra and Statistics at GGC (and made A's) which satisfied not only her high school math requirements but also 2 college semesters of Math credits! Jen Falk has assisted other parents in options that help students to graduate on time after failing Math. Since failing Math also affects GPA, dual enrollment options, and HOPE scholarship it gets pretty stressful. Some students are able to make up the time by transferring to a school with block scheduling since they can get more credits in a year. But, you really can't make up the grade nor the negative impact ineffective instruction has on a student.

Duluth2 - I'm not sure on that one - As I hinted in my post, there seems to be the underpinnings of an "establishment" within GCPS (in a very Red county)- folks may be trying to communicate that they are at odds with that establishment.

Also, when I voted in the primary, Mary Kay Martin was on the Republican primary ticket... so that's weird.

Because Gwinnett County is a Republican county overall and I have heard several people say they will just vote for the Republican candidate no matter what their opinions/votes. A Democrat can be at a disadvantage with those types of voters. Plus - if enough Republicans support Jen publicly she can receive additional funds for her campaign.

If Ms Falk had run as a republican, she would have been pitted against Dr Murphy in the primary. The combination of low turnout and lesser name recognition probably would have spelled defeat. By running as a democrat, Ms Falk bypassed the primary and ensured that her name would be on the big ballot in November. It was a pretty shrewd political move and gives her a fighting chance...

Hi Jack, great article - and yes my husband & I have been involved in the public schools for the past 18 years. Our frustration with the School Board has been years in the making - and I know we are not alone. The School Board is well known for it's wall of silence, for years of votes 5-0 'yes' with no input from anyone outside of a chosen 'inner circle', while our teachers are overwhelmed with huge classrooms, have not had a pay raise in years, Gwinnett Chamber/GCPS $$ deals come to light, and Wilbanks gets another fat contract with a raise in $$. We. Are. Fed. Up. The School Board seats should go to people who are best for our children - not Gwinnett County consummate insiders who disregard the community they are supposed to serve. We are Republicans - We are voting for Jen Falk - We KNOW it's time for a change.

Hi Jack,
You asked Amanda and Dana what specifically they found “non impressive” about MKM? I had the same reaction. So here goes. MKM, when I have actually spoken to her, is rehearsed, robotic and cannot directly answer a question - I see that as tell-tale signs of a seasoned politician. I was also not impressed but rather incensed after sitting through numerous GBoE meetings only to watch MKM bow to Superintendent Wilbank’s directives, ignore her constituents and do it as if she were a Stepford wife. She has been going through the motions for 16 years now and I don’t know that she has had a single original thought in that period of time. It certainly doesn’t seem so given hers and the GBoE voting record. Discussion is good. New thoughts are good. Opposing views are good. Working through pros and cons is a basic way to an equitable solution. If all decisions brought before the GBoE are rubber stamped by those who cannot or will not think for themselves, then what’s the point? I am not impressed by MKM. I am not voting for a “yes woman.” However, I have taken the time to get to know Jen Falk. I feel she is a candidate who will listen and intelligently, calmly and fairly a knowledge the concerns of all her constituents.

Jack-- My underwhelmed impression of Dr. Murphy is - (apparent credentials aside) 1.) she is uninformed - while polite in discussions - she can't adequately articulate the pros and cons of important public school topics such as IE2, charter schools to name a few. I can't go to her with questions about issues or policy. I'll always be referred to someone at the ISC. 2.) She is part of a board that voted unanimously on every item up for vote for over 5 years. While I don't want GCPS to act like the board of some other counties in Ga. - I DO expect them to have differing opinions about important matters and for there to be well thought out, well articulated and well documented discussion and debate about things. 3.) She does NOT support her constituents. She supports her other board members. 4.) She lacks analytic follow-up. In an article she wrote "thanking" the legislature for passing some educational law 10 years ago - she failed to provide any facts or documentation as to WHY the law was good or what it had accomplished. It could have been horrible legislation that should have been revoked. She simply thanked politicians for doing their job.
I can explain the partisan issue to you - and it has nothing to do with political maneuvering, as Jimmy suggests.

Everyone who wants any kind of improvement needs to vote for Jen Falk and you need to encourage your friends to do it as well. I have spoken with Dr Murply on several occasions and been present when she has spoken to others. To my recollection she has never given an actual answer or anything that resembles an answer. GCPS are at a critical point and if the school board and the county don't get together and get our class sizes and budgets under control it is going to be a disaster. Every elementary school in the Norcross High district is overcapacity and teachers are overburdened with too many students. (except for white castle). The Esplost is a waste and won't address any of our most critical issues. The current school board has no solution to this problem and to my knowledge are not concerned. Take a close look that the length of time the current GCSB members have been on the board. It looks to me like they need some term limits. I say vote them all out over the next few years. JEN FALK for DISTRICT 3.

My personal and professional dealings with both candidates started about 2 years ago. As I look at old e-mails from both women that were written long before they were candidates, I really believe Jack's first impression is absolutely correct. Dr. Murphy seemed like a very nice lady, but never really shared any original ideas or solutions. Ms Falk was very direct, approachable, and more concerned with finding real solutions to real problems. While I appreciate the time Dr. Murphy has given, I also believe that the future of Gwinnett County's children is much brighter in the hands of Ms Falk.
