Making a City of Peachtree Corners .... Have we ever voted on this before?

I've noticed in many of the comments posted both here on Peachtree Corners Patch and at other places on the web a continued reference to a "vote" that Peachtree Corners held back in 2005 on this issue of incorporation.  Even though I have lived in Peachtree Corners since 2003 and vote regularly in each and every election I never recall any discussion about incorporating back in 2005 and certainly don't recall seeing anything on the ballot about the issue. 

After doing a little research I found out that this "vote" that is constantly alluded to was in reality a vote held internally among the UPCCA membership and not a referendum for the general public like the one being held this November.  It seems to me to claim that "we voted this down in 2005" is disengenious at best.  For the average person who has not been heavily engaged in UPCCA issues for the last 10 years (that would include yours truly) and who was not aware that the 2005 "vote" was just an internal UPCCA issue, this statement implies that ALL the citizens got a chance to vote on this in 2005 and the people decided it was a bad idea. 

The truth however is just the opposite.  The people did not get a chance to vote so the reality is that "we" did not vote this down in 2005.  The election this November is the FIRST time that the people will get a chance to voice their preference on this issue. 

As we debate this issue for the next 115 days (November 8th is just around the corner) I think providing additional context and background to our specific assertions would benefit everyone as we attempt to get all the facts out on the table so people can be as informed and educated as possible when they vote.
