To retain good employees we must be competitive with the private sector.
Considering we are a "City Lite" many services can and very well should be sub-contracted, therefore, the need for full time employees would be limited to a City Manager, a City Clerk and administrative support. All would be extremely important to the foundation of our new city.
I would not support a pension plan (Defined Benefit) for city employees but would consider offering a Defined Contribution plan. One that the employee could contribute and we could match up to a certain percentage. To retain good employees we must be competitive with the private sector. Offering comparable benefits package to what one would expect in the private sector would be appropriate.
