Apartments Still a Likely Option Across from the Forum

It recently came to my attention in an AJC article that Fuqua, the devloper who's plan was choosen by our city council, intends to build 356 apartment units accross from the Forum. While it is my understanding that there are still negotiations going on and 356 will not be the final number, I find it hard to believe our city council will be able to negotiate from 356 to 0, or even a reasonable number. I have confirmed with the author of the AJC article that his numbers and information were in fact provided by Fuqua. Did our city council not know this was Fuqua's intention?
