The project had been recommended by the 2009 Citizens' Project Committee as a move to improve pedestrian safety and to enhance the quality of life in the area said Gwinnett County Department of Transportation (GDOT) Brian Allen when the project was announced.

The Gwinnett Board of Commissioners approved a $544,815 contract for the project. Funds were provided by 2009 SPLOST sales tax program. No financing was required for the work as the project was paid for by taxes already collected.
