So what exactly is our new city doing for the citizens? Meeting after meeting is about the council, new employees, and taxes but nothing about what is being done for the people. Why exactly did we need this? Has anything been done to actually help the people of this new city?

Well, Mim, if you don't have any employees or infrastructure, you can't actually help the people of this new city yet...
