How Will 2014 SPLOST Projects Be Determined?

Officials have to have a plan in place for a possible Nov. 5 public vote. And citizens can help.

The 2014 SPLOST program for Gwinnett County has been called "critical," though it is still in the formative stage.

County and cities leaders are preparing for a possible Nov. 5 public vote on whether to renew the current 1 percent local option sales tax. And some voters already are wondering how that money would be spent.

Nothing official has been determined as far as projects for 2014 SPLOST funds, but some raw material is available.

Gwinnett officials said this week that they would like to use 70-75 percent of 2014 SPLOST funds for transportation.

Commission Chairman Charlotte Nash said that the county's comprehensive transportation plan will be the starting point for those projects.

The county's long-term planning document, which is available on the county website, includes the comprehensive transportation plan.

The Board of Commissioners will have the final say, with a citizens review committee able to make recommendations. Residents interested in being on that committee should contact commissioners at coming business meetings.

SPLOST funds not used for transportation would be allocated for such capital projects as parks and libraries. The funds can't be used for operating expenses, such as salaries.

Also, each of Gwinnett's 16 cities would get a share of SPLOST funds, with the cities determining those projects.

Transportation finds a sympathetic ear with cities officials.

Norcross Mayor Bucky Johnson said, "The county is on a really good path looking at (transportation). Driving around Atlanta, it's easy to see the counties that invest in infrastructure and those that didn't."
